OHE Lunchtime Seminar with Nicholas Timmins on ‘Is hypothecation the way to raise the money for the “multi-year” funding settlement that the NHS has been promised?’ To be held on 25th July 2018 from 12 p.m. to 2 p.m.

Theresa May, the prime minister, has promised a five-year settlement for NHS services averaging 3.4% per year growth in real terms funding. But she has yet to spell out how the money for that will be raised.

In recent months, there has been a growing lobby, some of it coming from unlikely quarters, in favour of an earmarked tax for the NHS – a hypothecated tax. Is this a good idea? This seminar will look at the pros and cons – and come to a conclusion.

Nicholas Timmins is a senior fellow at the King’s Fund and the Institute for Government. He is also a Visiting Professor in Social Policy at the London School of Economics. He was previously public policy editor at the Financial Times. Nicholas is also author of the award-winning The Five Giants: A Biography of the Welfare State which tells its story from William Beveridge’s times to the modern day.

Adrian Towse, Director of OHE and Visiting Professor at the London School of Economics, will be the discussant. Adrian will respond to Nick’s presentation and open the discussion.
