OHE is pleased to announce the appointment of two new Senior Visiting Fellows: Professor David Parkin and Professor Lou Garrison.

OHE is pleased to announce the appointment of its first two Senior Visiting Fellows: Professor David Parkin and Professor Lou Garrison. These appointments stem from Dave and Lou’s significant contributions to OHE’s programme of research over recent years, and plans for future collaborations. The OHE is pleased to formally recognise these valuable working relationships.

Professor David Parkin is a well-known and highly experienced researcher. He has been involved in a number of OHE Research projects over recent years including:

• Assessing the performance of the EQ-VAS in the NHS PROMs programme
• What Determines the Shape of an EQ-5D Index Distribution?
• The Influence of Cost-effectiveness and Other Factors on NICE Decisions
• Adjusting Patient Case Mix to Compare PROMs across Providers

Dave brings considerable experience in a number of methods and topic areas that are a good match with OHE’s key themes and programmes of work:

• Econometric analysis (cross sectional and panel data)
• Health state valuation methods
• Efficiency analysis (e.g data envelopment analysis)
• Survival analysis/hazard function estimation
• Cost effectiveness thresholds.

Dave is a collaborative investigator on a number of projects that are either underway (such as New methods for analysing the distribution of EQ-5D data in patient samples) or currently being planned to including an analysis of the impact of waiting times targets in the English NHS and Guidance on analysing EQ-5D data.

OHE’s Director of Research, Professor Nancy Devlin, said of the appointment: “We are delighted that Dave has accepted this role with OHE and look forward to working closely with him. Dave’s depth of experience in health economics research will further add to the work OHE is doing on health related quality of life, cost effectiveness thresholds, efficiency analyses and many other topics.”

Professor Lou Garrison is an extremely well-respected health economist; his economic expertise, industry experience and policy understanding has been valuable on numerous OHE Research and OHE Consulting projects over the last decade. He recently stepped down from his full time Professorship at the University of Washington but remains on the faculty. He is currently President of ISPOR and co-chair of ISPOR’s Special Task Force on US Value Frameworks.

Lou has contributed to projects across at least three of OHE’s six research programmes: Incentives, reimbursement, behaviours and performance; Drug development & accelerated access; Stratified medicine. Lou has co-authored numerous articles and consulting reports with OHE staff on topics around these three programmes. These include:

• Personalised Medicine: Economic Incentives for Evidence Generation
• Risk-Sharing Agreements Between Pharmaceutical Manufacturers and Payers
• Personalised Medicine and the Value of Molecular Diagnostics
• Governance models for real-world evidence
• The Expanding Value Footprint of Oncology Treatments

Lou is also named as a collaborator on ongoing OHE Consulting and Research projects.

His energy, expertise, and ideas will provide great support to our team, notably on his key interests in personalised medicine, value assessment, real world evidence, and health systems in middle and low income countries.”
