- Adrian Towse gave a presentation entitled: “Three Donor Investment Choices: What Would You Do?”
This addressed how best donors could use their resources to tackle health needs in developing countries. He discussed:
• Choice 1. To fund R&D for new treatments for neglected diseases or greater access to existing treatments? Here he drew on the work for the Rockefeller Foundation (described above) which showed that R&D was likely to produce health gains at efficient cost-per-DALY rates;
• Choice 2. If investing in research then which product development public private partnerships? How to measure PD-PPP performance? Here he referred to recent work by FSG but also to OHE research for the IPPPH on the importance of portfolio approaches to R&D investment;
• Choice 3. To fund R&D using “push” i.e. PD-PPP approaches or through “pull.” Here he looked at the role of AMCs in creating markets and discussed some of the work for the BMGF discussed earlier in the newsletter.
