- Jorge acted as a discussant to Prof. Jaume Puig, a Spanish health economist. In his reply, Jorge focussed primarily on three issues touched upon by Prof Puig: how countries with decentralised health care systems with national agencies carrying out health technology assessments (HTA) of new medicines have implementation problems at a more regional level; the importance of having a high quality agency carry out these HTAs; and the use of cost-effectiveness thresholds.
